Civilian Harm Mitigation: Primer

Civilian Harm Mitigation (CHM, sometimes also referred to as CHMR) is rapidly becoming an often-heard and referred to concept in relation to military operations. In this primer aimed at practitioners (see below), PAX offers a short, one-page explanation of what CHM entails. This includes definitions of both civilian harm and civilian harm mitigation, a CHM process overview, as well as why it is an important task for military actors.
