PAX Conference on Protection of Civilians: Shared Goals, Different Visions

In plenary sessions and multiple workshops, representatives of the Dutch MoD, MFA, armed forces, researchers and NGOs discussed challenges to effective Protection of Civilians in Conflict and how to overcome them.

During the day, the group discussed a variety of issues, including the importance of guidance before and during missions; leadership and accountability; and the integration of civil and military elements to the protection of civilians in all phases of a conflict cycle. In breakout sessions, participant discussed ‘Integrated Approaches’ to PoC in the field; International policies and structures needed for PoC; and security analysis and community engagement needed for PoC

The main discussion themes are captured in two conference reports.

The expert group meeting was the second of a two day event. On the first day, a smaller group discussed inroads to overcoming challenges to the effective protection of civilians in conflict.
