Expert group highlights challenges to PoC and how to overcome them


Expert group on Protection of Civilians: Shared Goals, Different Visions.

In engaging discussions, representatives of the Dutch MoD, MFA, armed forces, researchers and NGOs discussed Protection of Civilians in Conflict on October 4th in Utrecht – the first of a two day conference organised by PAX.

During the day, the group discussed strong and weak points of current UN and NATO PoC policies; the importance of integrated PoC training and mission preparation; and inroads to overcoming the challenges to effective protection on civilians in conflict.

The importance of leadership was highlighted as well as the importance of accountability and the integration of civil and military elements to the protection of civilians in all phases of a conflict cycle. A number of practical proposals to develop in the coming months were identified at the end of the day.

The expert group meeting was the first of a two day event. On the second day, a larger group will dig deeper into the challenges to integrated PoC and how to overcome them.
