2025 – Online launch Civilian Protection Monitor

On 15 April, PAX and Airwars launched their joint project: the Civilian Protection Monitor.

The Civilian Protection Monitor (CPM) is the first public framework for monitoring state policy and practice on the protection of civilians from their own military actions. It consists of a publicly available evaluation framework of categories and indicators that enable open-source assessments of state policy and performance on key civilian protection issues.

During the launch, PAX and Airwars introduced the framework and the first results of country assessments, as well as explaining the methodology behind it, and describing CPM's plans for the future. Independent and renowned experts from the field were further invited to reflect on the relevance of CPM for their respective areas of work (academia and civil society) and to help identify areas for expansion.
