حماية المدنيين XAP: ما نقوم به

XAP هي أكبر منظمة عاملة في مجال السلام في هولندا. نعمل على حماية المدنيين من أعمال الحرب وإنهاء العنف المسلح وبناء سلام شامل. نحن نعمل في مناطق النزاع في جميع أنحاء العالم، جنبًا إلى جنب مع الشركاء المحليين والأشخاص الذين، مثلنا تمامًا، يؤمنون بأن لكل شخص الحق في عيش حياة كريمة في مجتمع مسالم.

حماية المدنيين
تقع حماية المدنيين أثناء النزاع في صميم عمل XAP. ولهذه الغاية، تم إنشاء فريق حماية المدنيين (CoP) في عام 6102، وتم توسيعه في عام 9102 بدعم من وزارة الخارجية الهولندية. يعتقد فريق حماية المدنيين أن فهم السياق المحلي يساعد على تحديد الطرق الأمثل لحماية المدنيين. لذلك، نعمل مع شركاء محليين وناشطين ومنظمات المجتمع المدني لزيادة فعالية التدخلات في حماية المدنيين. نحن نمكّن المدنيين من مساءلة الجهات الأمنية المحلية والدولية وتحفيز الجهات الأمنية على تصميم وتنفيذ استراتيجيات حماية شاملة مرتكزة على المدنيين.

ماذا نفعل: البحث

طورت XAP مسح الأمن البشري (SSH) لمنح الصوت للمدنيين في النزاع. يقوم باحثون محليون بإجراء مقابلات مع أشخاص حول المخاطر الأمنية، واحتياجات الحماية، وتصورات مقدمي الخدمات الأمنية وآفاق حدوث المزيد من الصراع أو إحلال السلام. يتم إجراء SSH حاليًا في العراق وجنوب السودان. تركز الجهود البحثية الأخرى على الضرر الذي يُلحق بالمدنيين وفعالية البعثات العسكرية الدولية، إضافة الى موضوعات أخرى.

ماذا نفعل: التأثير على السياسة

باستخدام الدروس المستفادة في هذا المجال، نوفر معلومات لمناقشات السياسة الأمنية في المنظمات الدولية مثل الأمم المتحدة وحلف شمال الأطلسي والاتحاد الأوروبي. نحن نربط الاحتياجات الأمنية المحلية بصانعي السياسات على المستوى الدولي لجعل استراتيجيات الحماية أكثر صلة وأكثر شمولية. نقوم بذلك من خلال الدعوة وعقد اجتماعات على الطاولة المستديرة للخبراء وتنظيم مؤتمر CoP سنوي.

اذا نفعل: الحوار

تُستخدم نتائج مسح الأمن البشري والجهود البحثية الأخرى لتقوية مشاركة المدنيين مع الحكومات والجماعات المسلحة والبعثات العسكرية الدولية. بهذه الطريقة، يمكن للمجتمع المدني المحلي الدفاع عن مصالح المجتمعات المهمشة في كثير من الأحيان ومحاسبة مقدمي الخدمات الأمنية.

ماذا نفعل: المشورة والتدريب

يساعد XAP في تطوير التدريب العملي للأفراد العسكريين. كما نقدم الاستشارة للقوات العسكرية قبل وأثناء المهمات. من أجل القيام بذلك، نعمل مع مراكز التدريب ونركز على النهج القائمة على التهديدات والمشاركة المجتمعية. نقطة البداية: ما هو الوضع المحلي، وماذا يتوقع المدنيون، وكيف يمكننا حمايتهم على أفضل وجه؟

الهدف العام لعملنا هو زيادة فعالية التدخلات لحماية المدنيين بحيث يتمتع المدنيون بقدر أكبر من الأمان. لتحقيق هذا الهدف، نقوم أولاً بتمكين وتحفيز الجهات الأمنية لتصميم وتنفيذ المزيد من استراتيجيات الحماية التي تركز على المدنيين. ثانيًا، نساعد المدنيين على محاسبة الجهات الأمنية المحلية والدولية.

Engaging International Actors on PoC (EIA)

The commitment to protecting civilians in conflict is firmly on the international agenda and key institutions like the United Nations and NATO possess defined policies around PoC. However, missions still struggle to effectively protect civilians in practice. It is a challenge to identify the population’s various protection needs and then to match these to the capabilities and resources available to a given mission. This project addresses that challenge: PAX connects international PoC actors with communities living in conflict. We use local perspectives to inform more inclusive, relevant strategies and hold decision makers to account. This way, we put civilian perspectives at the center.

Human Security Survey (HSS): Iraq

The Human Security Survey (HSS) is a survey methodology developed by PAX to improve understanding of local experiences in conflict. Using the HSS, we leverage local perspectives to shape protection policy and practice. In Iraq, we work in close collaboration with three respected local partners: the Iraqi Al-Amal Association, the Iraqi Al-Firdaws Society and Wand Al-Khair Human Organization. With our partners we facilitate dialogues with local communities and authorities around the survey findings and identify practical ways to improve the security situation.

With our partners we facilitate dialogues with local communities and authorities around the survey findings and identify practical ways to improve the security situation.

Protection in Practice (PiP)

For a mission to succeed, military personnel must thoroughly understand both their own responsibilities and the operating context. To act in accordance with PoC policy and mitigate potential civilian harm, military personnel need to be adequately trained and equipped with the right technical capabilities. This project seeks to meet the information needs of international military actors and institutions from a variety of different angles. PAX contributes to PoC-focused training and exercise modules that are grounded in field realities. PAX also advises missions and disseminates best practices regarding data-driven decision making and how to evaluate the effectiveness of military interventions from a civilian protection lens. Finally, this project facilitates greater transparency and accountability of military missions by promoting clear guidelines and methods for tracking, reporting and responding to civilian casualties and other forms of civilian harm.
